O Centro Brasileiro de Pesquisas Educacionais foi criado pelo Decreto 38.460 de dezembro de 1965. Junto ao CBPE foram inaugurados os Centros Regionais de Pesquisas Educacionais. Estes eram subordinados ao até então Instituto Nacional de Estudos Pedagógicos (INEP).
